31-Day Legionella Sampling & Lab Coordination

While a NYC cooling tower is operating, Legionella culture sampling is required at least once every 31 days. ADMEDEALEM can coordinate recurring sample collection, ELAP-certified laboratory testing, sample-date reporting support, result tracking, and corrective-action follow-up so the monthly requirement becomes part of one organized compliance program.

For official requirements, see NYC Health cooling tower inspection and Legionella requirements .

NYC Cooling Tower Inspections for Building Compliance

NYC cooling tower inspections are a required part of maintaining compliance while a tower is operating. A Qualified Person must conduct a compliance inspection at least once every 90 days. ADMEDEALEM supports owners, property managers, engineers, and facility teams with NYC cooling tower inspections, documentation review, water-treatment coordination, and follow-up so the inspection is not treated as a stand-alone event.

90-Day Compliance Inspection

Structured inspection support focused on the cooling tower system, visible operating conditions, treatment and control equipment, and required compliance records.

  • Cooling tower and associated equipment review
  • Visible biofilm, algae, scale, sediment, and contamination observations
  • Chemical feed, bleed-off, and control-system review
  • Inspection checklist and documentation support

MPP & Records Review

An inspection is only as defensible as the operating records behind it. We help organize the records that inspectors and Qualified Persons rely on.

  • Maintenance Program & Plan review
  • Water-quality and bacteria monitoring records
  • Legionella sampling documentation
  • Cleaning, disinfection, treatment, and corrective-action records

Corrective-Action Follow-Up

If an inspection identifies an operating or documentation issue, we help translate the finding into a practical response and maintain a clear record of the action taken.

  • Water-treatment adjustment support
  • Cleaning and disinfection coordination
  • Mechanical issue escalation
  • Retesting and documentation follow-up where applicable

LL77, Current Chapter 8 Rules & the 90-Day Inspection Requirement

Many owners still search for “LL77 cooling tower inspections” because Local Law 77 established the modern NYC cooling tower compliance framework. Current NYC requirements are implemented through the Administrative Code and Chapter 8 of the Health Code, with later amendments adding and changing specific testing and reporting requirements.

The 90-day compliance inspection remains a separate requirement from Legionella culture sampling. Keeping the inspection schedule, treatment program, monitoring records, and current MPP aligned is essential to maintaining an inspection-ready program.

2026 Compliance Update

Legionella culture sampling is now required at least once every 31 days while a cooling tower is operating. Sample dates must also be reported through the NYC cooling tower portal within the required timeframe.

Important: The newer monthly Legionella testing requirement does not replace the 90-day compliance inspection. They are separate compliance obligations.

What We Review Before and During an Inspection

System Condition

Visible wetted surfaces, basin condition, drift eliminators, contamination, deposits, water distribution, and other observable conditions that may affect safe operation.

Treatment & Controls

Chemical feed and control equipment, biocide program, bleed-off operation, monitoring instruments, treatment records, and apparent abnormalities that require attention.

Compliance Documentation

MPP, monitoring logs, treatment records, bacteria and Legionella results, cleaning/disinfection records, corrective actions, and other inspection-ready documentation.

A Practical Inspection Process

Schedule

Confirm tower status, operating period, inspection due date, and site contacts.

More Than an Inspection

ADMEDEALEM can support the inspection as part of a broader managed cooling tower program rather than treating it as an isolated quarterly task. Our cooling tower services can include water treatment, recurring 31-day Legionella culture sampling coordination, routine monitoring support, cleaning and disinfection, summertime hyperhalogenation, MPP support, portal documentation, and corrective-action management.

NYC Cooling Tower Inspections FAQ

How often is a NYC cooling tower compliance inspection required?

A Qualified Person must conduct a compliance inspection at least once every 90 days while the cooling tower system is operating.

Is the 90-day inspection the same as Legionella testing?

No. They are separate requirements. The compliance inspection remains on a 90-day cycle while Legionella culture sampling is now required at least every 31 days while the tower is operating.

What records should be ready for a cooling tower inspection?

Facilities should maintain the current MPP and records of routine monitoring, water treatment, water-quality testing, bacteria and Legionella results, cleaning and disinfection, compliance inspections, and corrective actions.

Can ADMEDEALEM help if our records or MPP are incomplete?

Yes. We can review the existing program, identify documentation gaps, help organize records, and support updates or corrective actions needed to bring the program into a more inspection-ready condition.

Can the inspection be combined with ongoing water treatment and compliance management?

Yes. ADMEDEALEM can structure inspection support within a broader cooling tower program that includes treatment, monitoring, sampling coordination, cleaning/disinfection, documentation, and compliance management.
